Attention to industries such as electricity and steel! Zhengzhou carries out carbon emission monitoring and early warning

Zhengzhou City, Henan Province recently issued the "Work Plan for Implementing the Dual Control System of Carbon Emissions in Zhengzhou City" (hereinafter referred to as the "Plan"), marking the official entry into the comprehensive implementation stage of the dual control system of total carbon emissions and intensity in Zhengzhou City.

The Plan incorporates carbon emission targets into the city's five-year and annual plans for national economic and social development, and sets the goal of reducing carbon emission intensity as a binding indicator during the 15th Five Year Plan period. At the same time, establish a carbon emission warning and control mechanism for key industry sectors, and monitor and warn high emission industries such as electricity, steel, and building materials.

Ten key tasks to establish an institutional system. The Plan proposes specific tasks in ten aspects, including carbon emission planning system, statistical accounting, target decomposition, and budget management. At the industrial level, the Plan proposes to establish a carbon emission evaluation system for fixed assets investment projects and incorporate carbon emission evaluation into energy conservation review; Accelerate the establishment of a product carbon footprint management system and encourage enterprises to conduct product and supply chain carbon footprint assessments; Establish a zero carbon park team training mechanism to promote benchmarking of energy efficiency levels and zero carbonization of energy supply in the park.

Establish a carbon emission warning and control mechanism for key industry sectors. Focusing on industrial sectors such as electricity, steel, non-ferrous metals, building materials, petrochemicals, and chemical engineering, as well as urban and rural construction, transportation, and other fields, and in accordance with the industry carbon emission accounting scope designated by the state, relying on energy and industrial statistics, energy activities and industrial production process carbon emission accounting, national carbon emission trading market, green certificate trading market and other data, carbon emission accounting in key industry sectors will be carried out. Establish a monitoring and early warning mechanism for carbon emissions in key industry sectors, strengthen data quality management, explore the establishment of data sharing and joint supervision mechanisms, clarify the carbon emission base and reduction potential of key industry sectors, conduct regular analysis and monitoring of carbon emission situations, issue early warnings for industries with rapidly increasing carbon emissions, and take measures such as strict control of new projects and strict management of key energy consuming and carbon emitting units as appropriate.

Establish a zero carbon park team training mechanism. By relying on national and provincial development zones, as well as various characteristic industrial parks, we encourage eligible parks to actively create zero carbon parks. Select parks with good foundations, strong willingness, and great potential to carry out demonstrations, focusing on benchmarking energy efficiency levels, clean production processes, zero carbon energy supply, green infrastructure, circular resource utilization, and intelligent operation management. Based on the cultivation of green factories and supported by the cultivation of green industrial parks, green supply chain management enterprises, and green design products, we will simultaneously promote zero carbon factories, super energy efficiency factories, virtual power plants, and integrated source network load storage projects, cultivate and strengthen green low-carbon management service institutions, and gradually build a zero carbon park team training system.

Digitalization empowers carbon governance. It is worth noting that the "Plan" proposes to establish a digital and intelligent carbon control system, plan to build a digital and intelligent energy carbon management platform in Zhengzhou, promote the development of basic scenarios such as carbon emission budget management and calculation analysis, and accelerate the formation of a governance system with "one-stop" for government carbon governance, "one-stop cleaning" for enterprise carbon reduction, and "one click benefit" for individual low-carbon.
